In the wake of the Tulsa Massacre of Black Wall Street in 1921, the United States government grants reparations to the "Talented Tenth," an elite group of colored men and women who represent the greatest potential for the advancement of the race. Secret self-governing communities form all over the country. 

One hundred years later, one community, Delaware Park, is on the verge of public exposure. What becomes of the American Dream when young people no longer hold tight to the values and ideals their great grandparents fought and died for?
